There’s nothing intrinsic to either a general cPanel or WordPress installation that should stop it being available overseas. While some individual hosting companies might impose some kind of geo-blocking as a security measure, this would very much be the exception rather than the norm, so you should be fine. The only exception we can think of is places like China, where access to any service can be unpredictable. If you’re paranoid, you could use a VPN service to mimic an overseas IP address and see if it works.
A side note: this also means, of course, that your sites are potentially vulnerable to overseas intruders. So make sure you keep WordPress up to date and use secure and unique passwords.
