Tap your avatar in the top right (on the mobile app) or click More on the left rail (on the website).

Click Settings and privacy.

Click Accessibility.

Toggle on Reduce motion.
This should, but might not always, stop Twitter from autoscrolling your feed. It didn’t stop my feed from auto-updating when I was at the top of the page. And judging by user tweets, the fix might even trigger some other bugs.

To avoid this altogether, use the third-party Twitter app Tweetbot for iOS and Mac, and Owly or Fenix 2 for Android.
