Bonnie Getchell offers the full how-to on the Crafting a Green World blog. Basically, you cut a hole in the bottle so it can go over your sink tap, and then sand down the rough edges. The post doesn’t mention it, but Bonnie also cut small holes in the bottom and sides for drainage.
That hanging holder can also come in handy hung on a doorknob to stash supplies or even over an outlet for a mobile phone charging station.
