We’ve shown you a few ways to create a ringtone for your iPhone or Android device, but free app Ringtone Maker makes the process just about as quick and painless as possible — and it works for just about any phone you can think of.
Ringtone Maker is just about as easy as they come: drag a song into the program, select the portion you want to use as a ringtone and tell it what phone you use. It supports the iPhone, Android, BlackBerry, Windows Phone and more. In seconds, you’ll have a fully functional ringtone you can put on your device and assign to incoming calls.
It’s much less roundabout than creating a tone in iTunes and a bit easier to control than Ringdroid on Android (our two previously recommended methods). Hit the link to check it out.
Ringtone Maker is a free download for Windows only.

Will it work with my Nokia 3310?
I believe the 3310 has a built in ringtone maker. you program the monophonic tones using numbers.
Program did not work for me – could not use because I was unable to resize the window and most of the functionality was off-screen. I could only add an mp3 or click the back button! I had to use the windows task bar to kill it. Sent the developers a message but no reply.
