Yep, that’s an old car wheel getting spun around with a tyre iron, being used to make pottery. Hillar Bergman, its loving creator, assembled the device by mounting a threaded pipe to a tree stump using floor flanges.

Of course, one major drawback is that it requires pretty frequent spinning by hand to keep going. Tiresome labour aside, if you’ve been looking for an excuse to make backyard pottery your thing, he’s got some pretty detailed instructions over on YouTube.
