Android developers used to have only 325 characters total to both describe their app and, if possible, describe recent changes that came with upgrades. No longer — another space is available solely for informing users of what's new in their apps.
Developers seem to have been given an additional 325 characters, under a "Recent Changes" heading, to explain new features, detail their bug fixes and improvements, and otherwise tell new and existing users about their latest product. It's a nice step up, and it means that neither descriptions for newcomers, nor update information for existing users, gets short shrift.
