TwitRand Chooses A Random Twitter User

Trying to judge a contest you're running through Twitter, or just pick someone at random from your followers to chat with? TwitRand picks a single, random user either from your list of followers or from anyone on Twitter who has used a particular phrase or linked to a specific URL.

While the most obvious use of TwitRand is for judging contests, you could also use it in other ways (the site, for instance, suggests picking a designated driver from your friends using the service). The site generates a unique URL for each request, so you can show that it wasn't rigged afterwards.
