Add a Ruler to Your Digital Toolbox with JR Screen Ruler

Windows only: Measure photos, graphics and other digital media directly on your monitor with freeware app JR Screen Ruler. JR Screen Ruler comes as a stand-alone executable that can be used to measure inches, centimeters, pixels or picas (a unit of measurement corresponding to 1/6 of an inch). You certainly won't need to use the ruler everyday, but it's nice to have in your pocket when the occasional screen measurement is called for. I would recommend dropping a shortcut to JR Screen Ruler in the same folder that houses GIMP and/or Photoshop so you don't forget about it. JR Screen Ruler is a free download for Windows XP and Vista.

Fabsoft's Cool Ruler has had heavy use in my design work over the years, it's highly configurable and can have multiple instances for X-Y measurement!

I use the one built into FastStone Capture (right click Tray Icon). Its fully resizable/movable and comes with a program that I use frequently.

My on-screen ruler of choice has to be MioPlanet's MioToolbox. It has a ruler, color chooser, screen magnifier, and screen capture tool - it's AWESOME!

And for Linux you can get kruler. Sometimes it's in a separate packacge (like in debian etch) sometimes its bundled with the other kdegraphics stuff. Also does color picking!

For OS X there's Free Ruler. It can do inches, centimeters, picas or pixels as well.
Or if you want to shell out some cash, there's Iconfactory's xScope which has a ruler as well as many other handy tools. Unfortunately, it's ruler only does pixels (although I prefer its interface).

I agree with Summerblink - MioToolbox is a huge time saver... I use the Color Picker more than anything! The ruler is super slick too.
