i have used Daemon Tools for as long as i can remember and it seems to be the most complete image mounting program for windows, it has plugin support and there are many customizations for it including shell extension (integrating into the right click menu) as well as scripts that open a particular file when you mount a specific image(good for launching a game or media presentation you have stored as an iso or such).
