The reason MS issued the fix is to slow SYN floods down so much that they become unworkable. The attackers are not looking for security holes, but for legitimate access points like web servers. They're trying to tie up all of the SUA's available sockets. It's not an attempt to infect, it's a denial of service attack.

The limitation, and the patch, determine how quickly you can start new connections to others in the swarm, which would be connections initiated by your client -- local initiations.

The best, fastest connections, the ones we all try for, and fuss with routers, port-forwarding and firewalls in order to get, are remote initiations. None of this can affect remote initiations at all.

Thanks ! Downloads hit top speed instantly, insofar as I can tell top speed also appears to be up by roughly 30%, no other side affects apparent at this time.
